Calico Homes has confirmed its 2025 investment programme, which will deliver essential improvements to hundreds of homes across Burnley and Padiham. These works are part of our ongoing commitment to provide safe, quality, and affordable homes that support people to live their best lives.
This year’s programme includes:
- Roof replacements at New Ground Court (7 blocks), Brandwood Grove (21 homes), Brunshaw Road (20 homes), and Coronation Avenue (2 homes).
- Window replacements at New Ground Court (28 homes) and Holcombe Drive (29 homes).
- External door replacements for 141 homes across various areas.
- 50 Kitchen upgrades in 10 planned homes and 40 reactive cases.
- 30 Bathroom upgrades in 10 planned homes and 20 reactive cases.
- 100 Boiler replacements (prioritised through our Property MOT inspections and customer feedback).
These improvements are guided by our rolling programme of Property MOTs, which help us identify and respond to the areas of greatest need. Reactive works are prioritised based on safety, urgency, and customer input.
One of the most complex parts of this year’s programme involves replacing windows at Cambridge Drive, Warwick Drive, and Norfolk Avenue in Padiham.
These works require licensed asbestos removal from window reveals, which must be carefully managed and reported to the Health and Safety Executive (HSE) for each property.
To carry out this work safely, we are temporarily moving customers out of their homes—a process known as decanting—while the work is completed.
We’re doing this in phases, using two fully furnished homes to accommodate people for short stays. In some cases, we’re also working with customers to schedule the work during their holidays, so they don’t need to move.
Each home will be completed within a two-week slot. The HSE has responded positively to our approach, recognising the care and diligence shown in managing these sensitive works.

The works follow ongoing surveys with customers to understand their biggest priorities.
Tenant Satisfaction Measures (TSM) survey responses have shown customers are asking that existing homes receive more attention and investment. Home improvements, including windows and doors, were priorities for tenants, as many people felt this would reduce fuel costs and offset current cost of living issues.
